Ethereum co-founder, Vitalik Buterin, has shared a clear vision for the future of blockchain architecture, arguing that the most effective path for Layer-2 (L2) networks is to deeply integrate with their Layer-1 (L1) foundations, rather than trying to operate independently.
In a recent statement, Buterin articulated a simple yet profound strategy: “The best way to build an L2 is to lean into the L1’s offerings.” This approach suggests that aspiring L2 projects should leverage the core strengths of the base layer—namely its robust security, data availability, censorship resistance, and proof mechanisms.

By doing so, L2s can offload the most complex and critical tasks to the main chain, allowing them to focus on their primary function: efficient transaction sequencing. This specialization, whether through zero-knowledge proofs or fraud proofs, leads to significantly faster performance and a more streamlined user experience without asking users to place their trust in a new, unproven set of validators.
The Celo Case: A Strategy in Action
This isn’t just a theoretical concept. Buterin points to the recent evolution of Celo as a prime example of this philosophy’s success. Originally its own L1 blockchain, Celo strategically transitioned to become an L2 secured by Ethereum. The results have been striking.
Since its migration, Celo has drastically improved its performance metrics, cutting block times from five seconds down to just one and effectively halving its inflation rate. This technical enhancement has translated into tangible user growth, with Celo recently surpassing established networks like Tron in daily active addresses, a key indicator of network health and adoption. The success of this pivot underscores a core benefit of Buterin’s model: if an L2 encounters issues, users have the ultimate safety net of the Ethereum mainnet to fall back on.
A Future Built on Ethereum’s Foundation
Buterin envisions this as a potential blueprint for the entire industry. He suggests a future where many of today’s independent L1 blockchains could find greater efficiency and security by transitioning to become L2s on Ethereum.
